Council Stormwater Policy Varies — A Lot

Sydney has 33 councils and at least 33 different stormwater policies. A standard "NSW stormwater design" template won't survive Fairfield's policy on permissible site discharge, won't pass Cumberland's water-quality MUSIC requirement, and won't meet Canterbury-Bankstown's freeboard rules. Here's where generic designs fail.

Wrong PSD, Wrong OSD

Each council sets its own permissible site discharge rate — sometimes per LGA, sometimes per catchment, sometimes per pre-development scenario. Apply the wrong PSD and your OSD volume is wrong, your orifice is wrong, and the design fails review.

No Water Quality Modelling

Most Sydney councils now require a MUSIC water-quality model demonstrating compliance with their stormwater quality targets (typically 80% TSS, 45% TP, 45% TN reductions). A storage-and-overflow design with no treatment train is an automatic refusal in most LGAs.

Capacity Not Verified at Receiving Pit

An OSD design that meets PSD at the site boundary still fails if the receiving council pit isn't sized for the flow. We verify the downstream system can take the design discharge — and if it can't, we negotiate with council before submission rather than after refusal.

Industrial Site OSD — Fairfield LGA Policy Compliance

A 2,400 m² industrial development in Fairfield required full Stormwater Management Plan to council's specific policy — including 80/45/45 quality targets, on-site detention sized to Fairfield's PSD curve, and pre-DA consultation with council engineering. We delivered the SMP, MUSIC model and OSD design as a single integrated package.

12-Lot Residential Subdivision — Quality + Quantity

A 12-lot subdivision in Cumberland LGA needed combined quality and quantity stormwater design with bioretention raingardens at each lot. We sized the bioretention to MUSIC targets, designed the pit and pipe trunk system, and integrated the result into the architectural landscape design.

Commercial Warehouse OSD — Underground Tank Sizing

A 5,800 m² commercial warehouse in Liverpool LGA required underground OSD due to no available surface area. We sized a precast concrete OSD tank, designed the orifice plate to council PSD, and detailed the access manhole and trash screen requirements for ongoing maintenance.

Council-Side Peer Review of Developer Submission

A large developer's stormwater package was submitted to a Sydney council showing PSD compliance but raised questions about the receiving pit capacity. The council engaged us for an independent peer review of the hydraulic modelling, MUSIC analysis and downstream verification.

Peer review identified two undersized pipe runs downstream of the development boundary. Issues resolved pre-approval, avoiding a later capacity dispute.

Which Sydney councils do you work with?

Most Sydney metropolitan councils — Fairfield, Cumberland, Canterbury-Bankstown, Liverpool, Sutherland, Inner West, Hills, Strathfield, Burwood, Bayside, Georges River, Parramatta, Hornsby and others. Each has different PSD rules, water-quality targets and freeboard requirements; we build to the actual LGA policy, not a generic template.

Do you do MUSIC modelling?

Yes. MUSIC (and the newer MUSIC-X) is a standard part of nearly every council DA submission now. We build calibrated source nodes for the site land use, design the treatment train (raingardens, bioretention, GPT) and report against council's stormwater quality targets — typically 80% TSS / 45% TP / 45% TN reductions.

How much does a stormwater management plan cost?

For a typical residential dual-occupancy or small commercial site, the SMP including OSD sizing and MUSIC model is $2,500–$4,500 fixed fee. Larger sites (subdivisions, mixed-use, multi-hectare commercial) range from $6k to $20k depending on complexity, hydraulic modelling depth and council pre-DA requirements.

Can you attend a pre-DA stormwater meeting with council?

Yes. For larger projects we routinely attend pre-DA meetings with council engineering staff — confirming PSD interpretation, downstream pit capacity, treatment train acceptance and any specific council requirements before the design is locked in. It's the cheapest way to avoid a refusal.

What software do you use?

DRAINS for pit-and-pipe hydraulic modelling, MUSIC / MUSIC-X for water quality, AutoCAD Civil 3D for drainage layout, and EPA-SWMM for complex catchments where dual-drainage analysis is needed. Most councils accept any of these — we use the one that fits the LGA's preference.

Do you design rainwater tanks for BASIX compliance?

Yes. Rainwater tank sizing for BASIX water-target compliance is included in our residential stormwater packages — including roof catchment analysis, tank volume calculation and plumbing reuse strategy. Often combined with the OSD design to share storage volume where the council policy allows.

Do you cover stormwater work outside Sydney?

Yes — we work across the Hunter, Illawarra, Central Coast and Gold Coast SEQ. Each region has its own council policies; we'll confirm at the quote stage whether a specific LGA falls within our active scope. Travel and on-site time outside the Sydney Basin is quoted separately.

Can you peer review someone else's stormwater design?

Yes. We carry out independent peer reviews for councils, certifiers, developers, owners corporations and lawyers — auditing the hydraulic calculations, MUSIC modelling, council policy compliance and downstream impact. Useful before a contested DA, or after an approved-but-now-failing system.
